What's the real tax situation?
Paraguay uses a territorial tax system. That means if your income comes from outside Paraguay, you pay 0% tax on it. If you earn inside Paraguay, it's a flat 10%. No wealth tax. No inheritance tax. No capital gains on foreign investments.
Can I get a Paraguayan passport eventually?
Yes. After 3 years of permanent residency, you can apply for citizenship and a passport. Paraguay allows dual citizenship, so you keep your original nationality. It's one of the fastest paths to a second passport in the world.
What is Paraguay's Investor Pass?
The Investor Pass is Paraguay's new direct path to Permanent Residency for international investors. It skips the temporary residency phase entirely. You qualify by investing US$200,000 in securities, bonds, or real estate, or US$150,000 in approved tourism projects. Regular residency starts with a temporary permit that converts to permanent after a waiting period. The Investor Pass grants immediate permanent residency — no temporary phase, no years-long wait. You also have no mandatory annual visit requirement, making it ideal for global citizens who want legal residency without geographic restrictions.
