Paraguay Residency: Your Questions, Answered Honestly

Is Paraguay residency worth it? Do you actually have to live there? What does it really cost? Here are the 20 questions American and European clients ask us most often, answered plainly by the team behind 500+ successful applications. No sales talk, no fine print.

How the process works in 60 seconds

Paraguay runs one of the simplest legal residency programs in the world. Here it is in 60 seconds: you gather three core documents (passport, apostilled birth certificate and a clean criminal record), we review them before you book a flight, and you travel to Asunción, where our team walks you through every government appointment. Your temporary residency is approved in roughly 90 to 120 days, your cédula (national ID) follows, and from day one there is no minimum-stay requirement.

Packages are flat-fee: Essential at 2,300 USD, Premium at 2,800 USD with a single 5–7 business-day trip, and the Investor route at 15,000 USD for direct permanent residency. Every government fee and legal service is included — compare the details on our pricing page.

Still have questions?

The answers below cover what we hear most often from American and European clients. If your situation is more specific — an unusual document, a past offense, a large family — just message us. The initial WhatsApp consultation is free, in English or Spanish, and a 100 USD deposit, credited in full to your package, is all it takes to reserve your start date. Frequently asked questions

How long does Paraguay residency really take?

Official processing takes 90 to 120 days from the day your file is submitted to Migrations. On the Essential package you make two trips over roughly 6 to 7 months in total. On the Premium package you make a single 5–7 business-day trip; we handle everything afterwards under power of attorney and ship your final documents to you abroad.

Do I have to live in Paraguay full-time?

No. Paraguay imposes no minimum-stay requirement to keep your residency, which is rare worldwide. You can live in another country and keep your status. That said, we recommend occasional visits to maintain ties with the country, especially if you plan to apply for citizenship later, where genuine connection to Paraguay matters.

Can I keep my current citizenship?

Yes. Paraguayan residency has no effect on your existing citizenship: you remain a citizen of your home country and keep using your current passport. Paraguay does not ask you to renounce anything. If you one day pursue Paraguayan naturalization, check how your home country treats dual citizenship, but residency itself creates no conflict.

I don't speak Spanish — is that a problem?

Not a problem. We assist you in English and Spanish throughout, and we personally accompany you to every appointment with Migrations, the police and the civil registry. We prepare all the forms. The only step that requires Spanish is the citizenship interview at the Supreme Court, years later and only if you choose to naturalize.

Can Americans get Paraguay residency?

Yes — Americans are one of our most common client profiles. US citizens enter Paraguay without a prior visa and qualify under the same requirements as everyone else: passport, apostilled birth certificate and an apostilled FBI background check. Paraguay's territorial tax system makes it especially attractive for Americans with income earned outside the country.

Can I bring my spouse and children?

Yes. Family applications are filed together and resolved in the same trip. Each family member needs their own documents: a passport and apostilled birth certificate for everyone, criminal records for the adults, and an apostilled marriage certificate to prove the relationship. Per-person pricing for additional family members is discussed in the free consultation.

What documents do I need?

Three core documents: a valid passport, an apostilled birth certificate, and a clean, apostilled criminal-record certificate from your country. If you apply as a family, add an apostilled marriage certificate. We review every document before you travel, so a rejected paper never forces you into a second unplanned trip.

What if I have a minor offense on my record?

It is assessed case by case. Minor or old offenses do not automatically disqualify an application; it depends on the type of offense, when it happened and how it appears on the certificate. Don't pay anything yet — describe your situation in the free WhatsApp consultation and we will give you an honest assessment before you commit.

How much does it cost all-in?

Three flat-fee packages, at promotional pricing until November 30, 2026: Essential at 2,300 USD (temporary residency plus cédula, two trips), Premium at 2,800 USD (adds the RUC tax ID and a single 5–7 business-day trip) and Investor at 15,000 USD (direct permanent residency). Government fees and legal work are included — no hidden charges.

What is the 100 USD deposit?

It reserves your place in our calendar. The 100 USD is credited in full against your package price, so it is not an extra cost. We only ask for it after the free consultation, once we have confirmed you qualify and you decide to move forward — it lets us start reviewing your documents and coordinating dates.

Can I open a bank account in Paraguay?

Yes. With your Paraguayan cédula you can open accounts at local banks, in both guaraníes and US dollars. It is one of the reasons clients cite most for getting residency. Requirements vary by bank and some ask for proof of income, but the cédula is the key that unlocks the local financial system.

What is the cédula?

The cédula is Paraguay's national identity card, issued by the National Police to foreign residents as well as citizens. It is what you use in daily life: opening bank accounts, signing contracts, getting a phone line or identifying yourself to any authority. It is included in all three packages and is processed once your residency is approved.

What is the RUC and do I need it?

The RUC is your Paraguayan taxpayer registration number. You need it to issue invoices, run a business or build a genuine tax-residency profile in Paraguay. If you only want residency as a plan B, you can skip it at first. It is included in the Premium and Investor packages.

What is the real tax situation?

Paraguay uses a territorial system under Law 6380/19: foreign-source income is taxed at 0%, local-source income at a flat 10%, and VAT is 10%. Automatic information exchange (CRS) starts in 2027. It is one of the simplest regimes anywhere, but your overall picture depends on your home country — talk to a tax advisor there too.

When can I get a Paraguayan passport?

The Constitution (Article 148) requires three years of permanent residency before you can apply for naturalization. Via the standard temporary route that means about five years in total: two years temporary, then three years permanent. On the Investor route, permanent status is immediate, so the three-year clock starts on day one. The civics interview at the Supreme Court is in Spanish.

What is the direct permanent residency for investors?

Law 6.984/2022 created a route for investors to receive permanent residency directly, skipping the temporary stage entirely. Our 15,000 USD Investor package handles it end to end: permanent residency, cédula and RUC in a single trip. It is the fastest path to stable status in Paraguay and to future citizenship eligibility.

How is temporary residency different from permanent residency?

Under Law 6.984/2022, temporary residency is granted for two years; once completed, you can convert it to permanent residency, valid for ten years and renewable. The investor route jumps straight to permanent. The old route of depositing 5,000 USD in a bank was abolished in October 2022, though many outdated websites still mention it.

Can I work or run a business in Paraguay?

Yes. Paraguayan residency grants full work rights: you can take employment, freelance or incorporate a company. To invoice legally you will need the RUC, included in the Premium and Investor packages. Many of our clients are remote entrepreneurs who bill from Paraguay to take advantage of the territorial tax regime.

Is Paraguay residency worth it in 2026?

It depends on your goals. In favor: low cost, no minimum stay, territorial taxation, fast processing and a genuine path to a second passport. Against: Paraguay is an emerging market, the bureaucracy runs in Spanish and banking is more basic than in the US or Europe. As an affordable, fully legal plan B, it is one of the best-value programs available anywhere.

Why use Residency Paraguay instead of doing it myself?

A DIY application is possible, but the rules change, the forms are in Spanish and one mistake usually costs you an extra trip. Our process is led by attorney Antonia Alonso de Mostafa, licensed by the Supreme Court (license No. 16,068), with 10+ years of experience, 500+ cases and a 98% approval rate. Flat all-in pricing, no surprises.
