The Paraguay Cédula: Your National ID Card as a Foreign Resident
The cédula de identidad is the document that turns your Paraguay residency from a stamp in a file into a working daily life: bank accounts, contracts, a driver’s license, a tax ID. Here is exactly what it is, how you get it, and how it is built into every one of our packages.
What Is the Cédula de Identidad?
The cédula de identidad is Paraguay's national identity card. It is issued by the Identificaciones department of the Policía Nacional, and every Paraguayan citizen and legal resident carries one. For foreigners, the cédula becomes available only after Migraciones approves your residency — it is the physical proof that you are a resident of Paraguay, not just a visitor passing through.
The card itself carries your photo, full name, date of birth, nationality and a unique identity number. That number follows you through every official interaction in the country: banks, notaries, government offices, telecom providers and utility companies all identify you by your cédula number, the same way Americans are identified by a Social Security number or Europeans by their national ID.
If you are planning a move under Paraguay's residency programs, think of the process in two stages. First comes the residency permit — temporary or permanent — which establishes your immigration status. Then comes the cédula, which makes that status usable in everyday life. One without the other leaves the job half done.
Why the Cédula Unlocks Daily Life in Paraguay
Without a cédula, Paraguay treats you like a tourist. With one, the practical doors open:
- Bank accounts. Local banks require a cédula to open personal accounts in guaraníes (PYG) and in US dollars. Banks may additionally ask for proof of address or income, but the cédula is the non-negotiable starting point for local banking.
- Contracts. Rental agreements, utility connections, internet plans and insurance policies are all signed against your cédula number.
- Property and vehicles. Buying real estate or registering a car in your own name is done with your cédula.
- SIM cards. A local SIM registered in your own name requires the cédula.
- Driver's license. A Paraguayan driver's license is issued against your cédula.
- Tax registration (RUC). The RUC — Paraguay's taxpayer ID, needed to invoice clients or anchor your tax position — can only be obtained once you hold a cédula. See our tax residency service for details.
For most relocators, the cédula — not the residency card — is the document you will actually use every week.
How to Get the Cédula: Residency Comes First
There is no standalone cédula application for foreigners. The sequence is fixed by law:
- Obtain temporary residency, or go straight to permanent residency via the investor route under Law 6.984/2022.
- Once Migraciones approves your residency, apply for the cédula at the Identificaciones department of the Policía Nacional.
- Attend the appointment and receive your card once it is produced.
The cédula is included in every one of our packages — Essential (USD 2,300), Premium (USD 2,800) and Investor (USD 15,000), at promotional pricing valid until November 30, 2026. There is never an extra fee to add it, because in our view a residency permit without a cédula is only half a relocation. Compare the packages on our pricing page.
Our team in Asunción prepares the file, books the appointment and accompanies you in person, so your visit to Identificaciones is a short formality rather than a bureaucratic adventure in Spanish.
Timeline: When You Will Hold Your Cédula
Residency approval typically takes 90–120 days from filing. The cédula step itself is fast: the appointment takes place during your trip to Paraguay, and the card is produced afterwards.
The appointment involves:
- Digital fingerprints taken at Identificaciones.
- An official photograph for the card.
- Verification of your residency approval and identity documents.
How this fits into our packages:
- Essential: two trips to Paraguay, roughly 6–7 months from start to cédula in hand.
- Premium and Investor: a single trip of 5–7 business days covers everything, including the cédula appointment — with airport transfer and executive transport arranged for you.
You do not need to wait in Paraguay for the physical card. We deliver your residency card and cédula to your home address once they are issued (international courier cost not included).
Cédula vs. Passport vs. RUC: What Each Document Does
Newcomers often mix up Paraguay's three key identifiers. Here is how they relate:
| Document | What it is | What you use it for |
|---|---|---|
| Cédula | Paraguayan national ID card for citizens and legal residents | Banking, contracts, property, SIM cards, driver's license, everyday identification |
| Passport | Your home country's travel document | International travel and entering Paraguay. Residency does not replace it; a Paraguayan passport only comes later, with citizenship |
| RUC | Paraguay's taxpayer registration number | Invoicing clients, registering business activity and anchoring tax residency under Law 6380/19 — a territorial system with 0% tax on foreign-source income |
The dependency chain matters: residency first, then cédula, then RUC. You cannot obtain a RUC without a cédula, which is why our Premium and Investor packages bundle all three steps into one process.
Renewal and Keeping Your Cédula Valid
Your cédula is tied to your immigration status. Under Law 6.984/2022, temporary residency is granted for two years; when you upgrade to permanent residency — valid for ten years — you receive an updated cédula reflecting your new status.
Three practical rules keep you out of trouble:
- Keep your underlying residency current. Banks and notaries check that your cédula is valid before processing anything significant.
- Start the upgrade from temporary to permanent residency before your two-year window closes, so there is no gap in your documentation.
- If your card is lost or damaged, a replacement is issued by Identificaciones — a nuisance, but a manageable one when handled locally.
If you obtained temporary residency with us, we handle the upgrade to permanent residency and the corresponding cédula renewal, so your documents never lapse while you are abroad.
Frequently asked questions
Can I get a Paraguayan cédula without residency?
No. The cédula is issued by the Identificaciones department of the Policía Nacional only after Migraciones has approved your temporary or permanent residency. There is no tourist or standalone route to the card.
How long does it take to get the cédula in Paraguay?
Residency approval typically takes 90–120 days. The cédula appointment itself happens during your trip. With our Premium or Investor package the entire process fits into a single trip of 5–7 business days; the Essential package involves two trips over roughly 6–7 months.
Can I open a bank account in Paraguay with a cédula?
Yes. The cédula is the key requirement for local banking, and with it foreign residents can open accounts in both guaraníes and US dollars. Banks may also ask for proof of address or income, but without a cédula the conversation does not start.
Is the cédula included in your residency packages?
Yes — in all three. Essential (USD 2,300), Premium (USD 2,800) and Investor (USD 15,000) each include the cédula, at promotional pricing valid until November 30, 2026. We also deliver the residency card and cédula to your home address once issued (international courier not included).
Does having a cédula make me a tax resident of Paraguay?
Not by itself. Tax registration runs through the RUC, which requires a cédula first. Paraguay taxes on a territorial basis under Law 6380/19, meaning 0% tax on foreign-source income. Our Premium and Investor packages include the RUC registration.
What happens at the cédula appointment?
The appointment at Identificaciones takes digital fingerprints and an official photograph, and verifies your residency approval. It takes place during your trip to Paraguay, and our team accompanies you in person.
