The Paraguay Cédula: Your National ID Card as a Foreign Resident

The cédula de identidad is Paraguay's national identity card. It is issued by the Identificaciones department of the Policía Nacional, and every Paraguayan citizen and legal resident carries one. For foreigners, the cédula becomes available only after Migraciones approves your residency — it is the physical proof that you are a resident of Paraguay, not just a visitor passing through.

The card itself carries your photo, full name, date of birth, nationality and a unique identity number. That number follows you through every official interaction in the country: banks, notaries, government offices, telecom providers and utility companies all identify you by your cédula number, the same way Americans are identified by a Social Security number or Europeans by their national ID.

If you are planning a move under Paraguay's residency programs, think of the process in two stages. First comes the residency permit — temporary or permanent — which establishes your immigration status. Then comes the cédula, which makes that status usable in everyday life. One without the other leaves the job half done.

Without a cédula, Paraguay treats you like a tourist. With one, the practical doors open:

• Bank accounts. Local banks require a cédula to open personal accounts in guaraníes (PYG) and in US dollars. Banks may additionally ask for proof of address or income, but the cédula is the non-negotiable starting point for local banking.
• Contracts. Rental agreements, utility connections, internet plans and insurance policies are all signed against your cédula number.
• Property and vehicles. Buying real estate or registering a car in your own name is done with your cédula.
• SIM cards. A local SIM registered in your own name requires the cédula.
• Driver's license. A Paraguayan driver's license is issued against your cédula.
• Tax registration (RUC). The RUC — Paraguay's taxpayer ID, needed to invoice clients or anchor your tax position — can only be obtained once you hold a cédula. See our tax residency service for details.

For most relocators, the cédula — not the residency card — is the document you will actually use every week.

There is no standalone cédula application for foreigners. The sequence is fixed by law:

1. Obtain temporary residency, or go straight to permanent residency via the investor route under Law 6.984/2022.
2. Once Migraciones approves your residency, apply for the cédula at the Identificaciones department of the Policía Nacional.
3. Attend the appointment and receive your card once it is produced.

Residency approval typically takes 90–120 days from filing. The cédula step itself is fast: the appointment takes place during your trip to Paraguay, and the card is produced afterwards.

Newcomers often mix up Paraguay's three key identifiers. Here is how they relate:

The dependency chain matters: residency first, then cédula, then RUC. You cannot obtain a RUC without a cédula, which is why our Premium and Investor packages bundle all three steps into one process.

Your cédula is tied to your immigration status. Under Law 6.984/2022, temporary residency is granted for two years; when you upgrade to permanent residency — valid for ten years — you receive an updated cédula reflecting your new status.

Three practical rules keep you out of trouble:

• Keep your underlying residency current. Banks and notaries check that your cédula is valid before processing anything significant.
• Start the upgrade from temporary to permanent residency before your two-year window closes, so there is no gap in your documentation.
• If your card is lost or damaged, a replacement is issued by Identificaciones — a nuisance, but a manageable one when handled locally.
