Two routes to permanent residency in Paraguay

Paraguay's Migration Law N° 6.984/2022 created two distinct paths to permanent residency.

The standard route starts with temporary residency, valid for two years. After holding it for two years, you apply to convert to permanent status. This is the right choice for most relocators: it is affordable, straightforward, and the two years of temporary residency count toward the citizenship clock.

The direct investor route lets qualifying investors bypass the temporary stage entirely. You submit proof of a qualifying investment and receive permanent residency immediately — a card valid for ten years and renewable indefinitely. This is what many advisers loosely call the "Paraguay golden visa" or Investor Pass, although unlike European golden visas there is no government fee in the hundreds of thousands and no forced donation.

Note that the old route of depositing 5,000 USD in a Paraguayan bank was abolished in October 2022. Any provider still advertising it is working from outdated information.

The investor route explained: direct 10-year permanent residency

To qualify for direct permanent residency, you commit to one of several recognized investment categories:

  • Productive investment via SUACE — an investment plan filed through SUACE (Paraguay's unified system for opening businesses), committing from approximately 70,000 USD deployed over ten years into a Paraguayan business. This is the most popular route because the capital is invested progressively into your own company, not paid to the state.
  • Real estate — property investment from approximately 200,000 USD.
  • Approved tourism projects — participation in government-recognized tourism developments.
  • Capital markets and bonds — qualifying financial instruments on the Paraguayan market.

Thresholds are defined by regulation and can be adjusted, so treat these figures as "from approximately" and confirm current numbers in a consultation before committing capital. The key point stands: your money goes into assets you own — a company, property, or securities — not into a government fund.

The document list is short by international standards: a valid passport, a clean criminal record from your country of origin (apostilled), a birth certificate (apostilled), and the evidence of your qualifying investment. The path to citizenship after 3 years

Under Article 148 of the Paraguayan Constitution, you can apply for naturalization after three years of residency. Because the investor route grants permanent status from day one, investors are on the fastest realistic track: roughly 3.5–4 years from first filing to a Paraguayan passport, versus about five years total on the standard route.

Naturalization is decided by the Supreme Court and includes a civics interview conducted in Spanish, plus evidence of genuine ties to the country — another reason occasional visits are worth planning.
